Rice opens its parking lots 4 hours before kickoff, and Tailgate Owley, the official tailgate area east of the stadium, opens 3 hours before. Tailgating at your car is free outside Tailgate Owley, generators aren't allowed, charcoal grills need a fire extinguisher, and drinking is 21 and over with no glass bottles. It's the same stadium Rice fans have always known, now under a new name.
